EFI Training and Certification Align With Grant Objectives
Whether you are currently an EFI certified operation or interested in starting the process to earn certification, a new grant program from USDA might help you cover the costs of training, certification and audits. EFI encourages farming operations to apply now for a USDA grant under the new Farm Labor Stabilization and Protection (FLSP) Program. The closing date for applications is November 28, 2023!
The FLSP program was designed to improve food and agricultural supply chain resiliency by addressing challenges agricultural employers face with labor shortages and instability. A key goal of FSLP is “to improve working conditions for all farmworkers. Awards can be used for costs related to the hiring and onboarding of U.S. and H-2A workers.” EFI training and audit costs align with funding criteria because they help you demonstrate improvements in working conditions.
As you consider EFI certification or re-certification, this program may underwrite most of the cost. We encourage you to start planning your application as soon as possible. Under this grant opportunity, eligible employers can apply for grants ranging from $25,000 to $2,000,000.
The FLSP federal grant application includes many forms, some of which may appear confusing. However, USDA will offer technical assistance to guide applicants through the application. It is important that you review the application opportunity now to make sure you can complete it by the November 28 deadline.
The FLSP includes three award levels, with increasing funding levels that reflect a higher level of commitment to working conditions for farmworkers. We believe that EFI-certified employers are strong candidates for this funding, and encourage you to read the criteria carefully to decide at what level you want to apply.
Baseline Award projects entail a minimal level of commitment. By committing to additional employee benefits and protections, applicants may submit a more competitive Silver or Platinum application for a higher award. Beyond the essential public goods supported by Baseline Award projects, the Silver and Platinum Award projects offer meaningful improvements to working conditions for agricultural workers, further supporting food and agriculture supply chain resiliency.
To apply for the Silver or Platinum award, applicants must commit to and demonstrate their ability to meet selected Supplemental Employee Commitments. Applicants that elect the Silver level award must meet additional requirements with regard to pay, benefits and working conditions. Platinum level applicants must commit to additional “responsible recruitment” requirements with regard to pay, benefits and working conditions, including collective bargaining.
Each of these award levels was designed to be achievable by employers, meaningful to employees, and have measures of accountability that allow USDA, as well as employers, to demonstrate the impact of the FLSP program goals. The most competitive applications will indicate strong and compelling commitment and capacity to implement the fullest possible scope of each selected level.
