About EFI
Equitable Food Initiative (EFI) works to realize a vision of the food system in which stakeholders collaborate to improve quality and supply chain assurance for retailers; create high-performing work systems for producers; provide skills, credentials, job quality and economic return for workers; and generate transparency for consumers.
Scope of Work
Software Development – Scoped development initiatives, campaign and program maintenance, reporting tools, environment management, compliance upgrades.
Platform Operations & Maintenance – Incident response, uptime management, compliance support, security patching, dependency management, performance monitoring.
Technical Advisory & Platform Strategy – Top-level decisions, including architecture, infrastructure, and roadmap. Requirement assessments including AI/LLM integration recommendations.

Platform Profile
B2B application serving ~3,200 registered users across multiple countries. Stable; on-call for operational coverage across time zones. ~3 primary repositories with limited to moderate documentation. Predictable activity peaks: end-of-year reporting, July renewal cycle, early-fall onboarding.

EFI requires flexibility to shift hours between domains based on our priorities. Describe how you accommodate this within a fixed monthly commitment.
On-Call & Emergency Coverage
On-call availability for critical production issues is required. Our business hours are Monday–Friday, 6:00 AM – 8:00 PM ET (excludes US Federal Holidays).
Business hours: Incident acknowledgement – 30 minutes. RTO – within 3 hours.
Outside business hours: Incident acknowledgement: 30 minutes preferred; required no later than 6:00 AM ET the following business day. RTO – prior to 9:00 AM ET, on that same business day.

Mandatory Requirements
Proposals that do not meet all requirements below will not proceed to evaluation.
- Response to all of the questions in the RFP.
- A clear description of the delivery structure with all-in monthly pricing.
- A project team of named individuals with identified roles. Subcontracting requires disclosure and written approval.
- Named senior point of contact with authority across all service domains.
- Relevant organizational technical experience.
- Familiarity with GDPR, CCPA, CASL, PIPEDA, and SOC 2.
- Organizational LLM disclosure document.
- Written security policy and agreement to sign an EFI security commitment.
- Client references.
AI, LLM & Automation Disclosure
EFI takes no position on LLM tool use. If they are part of your workflow, 100% disclosure is required. Diagrams are preferred for flows.
Disclosure must address:
- Workflows – Which tools, at which stages, for what purpose.
- Data flows – Data entered, processing, retention.
- Human-in-the-loop – Where humans review before commit/deploy/delivery.
- Insurance – How coverage addresses AI-related liability and data incidents.
- Data protection – How EFI data & IP is protected within your AI toolchain.
- Training – Where and how information is used (including passively) for training, and what is being trained.
- A demonstration that all PRs will receive human approval.
Vendor shall be responsible for ensuring that usage of any third-party software or applications, which include artificial intelligence products, is compliant with the terms of any agreement(s) between vendor and EFI.
Evaluation Criteria
EFI evaluates candidates on best fit – lowest cost will not automatically be selected. In priority order:
- Values & Mission Fit – shared understanding of EFI’s mandate and equity commitments.
- Relational Synergy – proactive transparency, high emotional intelligence. A proven ability to thrive as part of a healthful, mission-integrated team and understanding of how.
- Development & Execution – a track record that matches the proposal.
- References – character and prior client references.
- Strategic & Advisory Experience – technical leadership and platform strategy background.
- Proposal Coherence – does scope, price, and service commitment fit together.
Compensation, Terms & Expectations
Term: 3-month initial engagement; anticipated extensions at 12-month intervals. Either party may terminate with notice and an offboarding period. A 30-day transition and handoff from the current support consultant is anticipated.
Structure: Single monthly retainer ($12,000–$16,500 all-in) covering all domains. Includes all labor, tooling, overhead, and on-call availability. Development work is scoped before it begins but drawn from the same monthly commitment. Hours do not roll over between cycles; each monthly commitment closes with firm boundaries.
EFI is open to any delivery structure and we encourage vendors to propose the structure that would best serve our relationship.
Invoicing: Monthly, Net-30. Itemized by service domain with hours reported.
IP: Any and all work product, custom tooling, code, support data, configurations, and documentation are the property of EFI.
Insurance: Maintain applicable insurance coverages throughout the duration of the agreement.
Additional Expectations
- Vendors may be subject to background screening to comply with relevant legal obligations.
- At any point, the project team identified during the evaluation phase cannot be changed without prior approval from EFI.
- Willingness to submit to third-party audits. References provided.
- Use of EFI-owned accounts (Jira, CI/CD, repos, monitoring). No vendor-owned tooling.
- Commitment to maintain a license registry for all delivered work.
- Completion of a Risk Assessment Questionnaire may be required.
- All PRs require human approval.
